As some of the marchers are in civilian attire and some in Army and Navy uniforms, it can be assumed that the civilians are veterans of World War 1 (as evidenced by the uniforms in the parade) and the uniformed marchers may be either active duty personnel participating in the event or civilian veterans wearing their old uniforms.
